Core documents

HAP's core documents are:

  • the HAP Statute - HAP's mandate, organs and governance processes 
  • the HAP Strategic Plan - HAP's strategic aims and objectives for the three years from 2010 to 2012
  • the HAP Work Plan - HAP's proposed activities for 2010 and 2011
  • the HAP Budget - HAP's outgoings and income for the two years from 2009 to 2010
  • the 2009 HAP Secretariat Report - HAP's progress on its objectives
  • HAP’s Code of Conduct sets out what is considered to be unacceptable behaviour for staff and consultants, and the disciplinary procedures that will be followed to hold employees to account in the case of misconduct. It also details what staff should do if they develop concerns of suspicions regarding violation of the Code of Conduct. 
  • HAP's Complaints Against Member Agencies Procedures (2003, revised in 2005) outlines the process undertaken if the Secretariat receives a complaint from members of the public, beneficiaries or other stakeholders about member agencies. HAP will investigate a complaint if it is asked to do so by the agency concerned. Otherwise, the HAP Secretariat will forward a complaint to the agency and the HAP Standing Complaints Committee will monitor the agency's response. If the agency’s response is unsatisfactory, the Committee may take further action against the member.

The 2009 Humanitarian Accountability Report opens with an overview of the principal developments and trends in relation to accountability in the humanitarian system in 2009, written by John Borton. The report highlights the main challenges to improving accountability to crisis-affected communities
