Staff competency

According to benchmark two of the 2010 HAP Standard in Accountability and Quality Management (pdf, 777 Kb), the organisation ensures that staff have competencies that enable them to meet the organisation's commitments.


Materials for building staff awareness on quality and accountability

Training resource: The role of accountability in reducing the risks of corruption and SEA and cartoon (HAP, 2010). Developed in Haiti, this training resource is aimed at introducing the role of stronger accountability in reducing the risks of corruption and sexual exploitation and abuse. The role play and cartoon were developed specifically for a post-emergency context, and are based around a series of well-known proverbs. The facilitator notes and role play are available in French; the role play is available in Creole; the cartoon is available in French and Creole.

Thinking about impact – a study from Cyclone Sidr (participants handout) and accompanying facilitator notes (HAP, 2010). This real-life example can be used to generate discussions on quality and accountability, as an introduction to the benchmarks of the HAP 2007 Standard. It also illustrates how the Sphere Standards and the HAP Standard "fit together". The participants handout is also available in French and Creole.

Scenario for discussing accountability and quality - The Bus Service (HAP, 2010). Developed as part of a HAP deployment to Sri Lanka, this scenario with accompanying facilitator notes has been used with NGOs' staff to start discussions on quality and accountability and introduce the benchmarks of the 2007 HAP Standard. The document is also available in Creole and French.

Spanish Accountability Awareness and Training tools: Reparar mi bicicleta exercise and
Formato para informe a corto plazo. Christian Aid have translated a number of tools into Spanish as part of their on-going promotion of humanitarian accountability. These are examples of accountability self-assessments that Christian Aid share with partners' staff.

Christian Aid has also developed some accountability cartoons, in Spanish and in English, to introduce humanitarian accountability to staff and partners for internal training sessions.

Case studies on building staff capacity

Disaster Response and Resilience Learning Project (Save the Children, Myanmar, 2009) was developed to enhance humanitarian capacity following Cyclone Nargis. The project targeted staff from national and international NGOs, using an innovative learning approach to increase awareness of concepts and principles related to humanitarian work.

Working towards the HAP certification forced us to really scrutinise our work, it was a positive step and will inspire us to strive towards continually improving our work with poor communities worldwide.
