What is a HAP Baseline Analysis?
A HAP Baseline Analysis is an assessment on accountability and quality assurance at a fixed point in time (the time of the assessment).
Why undertake a HAP Baseline Analysis?
Agencies undertake HAP Baseline Analysis to assess how close they are to achieving the HAP Principles and Standards on accountability and quality management. Through the Baseline, they can identify good practices in their organization and points for improvement. This is particularly valuable for agencies that want to be certified against the HAP Standard, however, it is useful to any agency that wants to profit from more effective operations, more ethical work and stronger relationships with internal and external stakeholders.
Who is involved in a HAP Baseline Analysis?
Any humanitarian agency can undertake a Baseline Analysis.
For the initial baseline, agencies are encouraged to ask HAP or a registered HAP accountability auditor to conduct the Baseline.
When and where to conduct a HAP Baseline Analysis?
A HAP Baseline Analysis can be conducted at any time and at headquarters or a project site. For larger organizations Baselines are possible at the country level.
