BSO Investigations Learning Programme


BSO’s Investigation Learning Programme (LP) trains staff working with humanitarian organisations to conduct fair, thorough and confidential investigations into complaints of staff misconduct, with a focus on allegations of sexual exploitation and abuse of affected populations. The LP supports organisations to develop an investigation capacity as part of their complaints handling mechanism. There are five components to the Investigations LP, namely self study pre-workshop assignments, an Investigations workshop, a detailed investigations case study, a Follow-up or a Management workshop and on-going support for professional development.

There are two streams for the Investigations LP; (1) Conducting Investigations and (2) Managing Investigations. All participants must complete the five-day Investigations workshop. After completing the Investigations workshop, participants will be invited to attend either the three-day Investigations Follow-up workshop (stream 1) or the three-day Management workshop (stream 2). Selection for the LP streams is based on a participant’s job responsibilities and her/his knowledge, experience and skills as demonstrated during the Investigations workshop.

The Investigations LP modules include:
  • defining of abuse
  • understanding sexually offending behaviour
  • knowing the international legal framework
  • considering attitudes to exploitation and abuse
  • identifying barriers to complaining
  • designing complaints mechanisms
  • developing interview and investigation skills
  • reviewing investigation techniques and investigation report writing (stream 1)
  • identifying elements critical to managing an investigation (stream 2)
Participants are requested to complete the application form for the Investigations workshop. Participants will be selected by the HAP complaints handling unit based on relevant experience, gender and geographical equity, space availability and date of application. Training of Trainers Learning Programme


Some graduates of the Investigations and Management Learning Program are also invited to participate in a Training of Trainers Learning Programme. BSO ‘trained’ trainers are then invited to co-train with experienced BSO staff.

Sole Agency Workshops


HAP will organise sole agency LP workshops upon request. The agency requesting the workshop will be expected to cover all relevant costs and be fully responsible for the logistics. The cost for a sole agency event, in addition to all direct costs, is 5,000 USD for HAP members and 10,000 USD for non-members.
