Consultations

Through an extensive consultation process, communities affected by conflict or natural disasters, field practitioners and managers of HAP member agencies, their partners, UN agencies, donors and other relevant stakeholders have been contributing to the review of the HAP Standard. This broad reference group provides the basis for building consensus on suggestions for adjustments to the Standard, alongside valuable suggestions for improving The Guide.

At the start of 2009, three HAP-led consultation workshops were planned in different regions. In response to suggestions from members, guiding materials for consultations with staff, communities and other stakeholders were drafted in March 2009. The guidelines took into account the increasing interest from members and proposed an approach where different agencies would host consultations at various locations with or without support from the HAP Secretariat.

All review consultations were completed by end March 2010, as scheduled. To complement the breadth of experience and suggestions collected through consultation meetings, the Secretariat also sought input through online surveys. Individuals from over 100 organisations in 52 countries sent their views online, including on a joint HAP-Sphere questionnaire, or by email. Several semi-structured interviews by phone also took place.

Where available, consultation reports or summary notes can be downloaded by clicking on the hyperlinks below. Unresolved issues were presented for discussion at the General Assembly in May 2010. Following this, two drafts of the 2010 Standard were prepared and made available for feedback in the public domain.

2009 CONSULTATIONS

From August until the end of the year, several consultation meetings, focus group discussions or workshops were organised and hosted by volunteering HAP members or led by the HAP Secretariat. In total, over 200 staff from 95 organisations (HAP members, their partners, UN and Red Cross Societies, local government) and 83 beneficiaries or their representatives from 22 countries contributed to the review process through such consultations, to complement regular feedback that HAP Secretariat staff received during HAP-facilitated capacity building and organisational development support. Reports from such meetings can be downloaded below; where available, a version in the language in which the meeting was held is provided alongside the English version.
